شهدت الكويت قبل حلول شهر رمضان دخول أكثر من 70 ألف متسول من مختلف الجنسيات العربية والأجنبية ليتوزعوا على مختلف مناطق البلاد.
وعزا بعض المختصين استفحال ظاهرة التسول إلى عدم قدرة الأمن على السيطرة على تجار الإقامات، مشيرين إلى اضطلاعهم بشكل مباشر في انتشار الظاهرة لجلبهم العمالة الهامشية إلى الكويت مقابل حصولهم على أموال، بينما رأى آخرون أن تقصير لجان الزكاة وصعوبة شروطهم لمساعدة المحتاجين هي أهم أسباب انتشار التسول.
وبحسب تقارير إخبارية، فإن المتسولين يترقبون قدوم شهر رمضان للتنسيق مع ذويهم بالكويت لإرسال تأشيرات الزيارات العائلية لهم أو شراء تأشيرات زيارات تجارية من تجار إقامات، ومن ثم ولوج البلاد لمدة تتراوح من شهرين إلى ثلاثة يتوسطها الشهر الفضيل، ليباشروا ممارسة أعمالهم.
وبحسب مراقبين، يتكسب الأقل مهارة منهم حوالي 200 دولار يومياً ليعود إلى بلاده وقد جمع ما يربو على 6 آلاف دولار، والتي تعد ثروة في موطنه الأصلي.
وعزا الأستاذ بكلية الشريعة بجامعة الكويت د. طارق الطواري انتشار ظاهرة التسول فى شهر رمضان "إلى سماسرة الإقامات الذين لا يبالون بأى دين ولا تردعهم أي قوانين، وكل ما يهمهم كيفية زيادة حساباتهم المصرفية بأي وسائل، فيتسببون بشكل أو بآخر في جلب العمالة الهامشية، ويتخذ الكثير منهم التسول حرفة مع مرور الوقت".
وأوضح في حديثه لـ"العربية.نت" أن "عدم قدرة لجان الزكاة على تلبية كل حاجات الناس يساهم في رفع نسب التسول، حيث إن مساعداتها بخسة وشروطها تقسو على المحتاجين ويصعب توفرها كلها، وذلك على الرغم من ضخامة أنشطة تلك اللجان على الصعيد الاعلامي".
وعن الحلول المجدية لمكافحة هذا الظاهرة، قال الطواري: "يجب على أجهزة الأمن محاربة تجار الإقامات وإغلاق ملفاتهم بوزارة الشؤون، مع ضرورة أن تزيد عطاءات لجان الزكاة التي هي مكدسة بالخيرات بشكل يسد حاجة هؤلاء، بشرط أن تمتد لتشمل المقيمين وغير محددي الجنسية، ويتم تسديد رسوم الدراسة لأبنائهم وتدفع لهم الإيجارات وغرامات متخلفي الإقامة منهم"، مؤكداً قدرتها على "سداد كل هذه المنافذ عن المحتاجين التي غالباً ما تتركز متطلباتهم في تلك الأشياء".
ويرى الإمام بوزارة الأوقاف الشيخ أحمد عبد المنعم فى حديثه لـ"العربية.نت" أن التسول حرام شرعاً، لقول رسول الله صلى الله عليه وسلم (من فتح باب مسألة فتح له باب ذل إلى يوم القيامة)، لذا فلا يجوز للرجل الذي يستطيع العمل أن يلجأ إلى تلك الأساليب غير الشريفة والمهينة للنفس، مطالباً الجهات الأمنية بتتبع أولئك الذين يتسولون أمام المساجد بعد دخولهم البلاد بتأشيرات زيارة قبل شهر رمضان ويتوجهون إلى المساجد والمجمعات التجارية للتسول، ومعظمهم من جنسيات عربية وأغلبهم نساء.
وزاد: "هناك من تضطرهم الحاجة الشديدة والعوز إلى التسول نظراً لعلل معينة، لكن هذا ليس مسلكاً شرعياً"، مشيراً إلى ضرورة أن يلجأ هؤلاء إلى "المسالك الشرعية في ذلك ويتوجهون إلى اللجان الخيرية وتقديم ما يثبت أنهم محتاجون".
من جهته، قال مدير إدارة الإعلام الأمني والناطق الرسمي باسم وزارة الداخلية العميد محمد الصبر، إن عدداً من ضعاف النفوس من الوافدين من بعض الجنسيات يستغلون شهر رمضان للحصول على المال بطريقة غير مشروعة لا تليق بكرامة المسلم.
